IHP Improvement on BCBSM Quality Measures

June 2017

Performance improvement

Blue Cross Blue Shield of Michigan (BCBSM) rewards Physician Organizations (POs) that are able to achieve high performance and/or improve their outcomes on quality measures. In addition to meeting benchmark (the NCQA 90th percentile) on a number of measures, IHP physicians improved scores on the majority of BCBSM’s quality measures from 2015 to 2016.

As a whole, IHP was above benchmark on the measures listed below.

  • Adult BMI Assessment (IHP 92.6%, Benchmark 91%)
  • Annual Monitoring for Patients on Persistent Medications - Digoxin (IHP 50%, Benchmark 46%)
  • Asthma Medication Ratio - Total 5 to 64 Ratio > 50% (IHP 85.92%, Benchmark 84%)
  • Avoidance of Antibiotic Treatment in Adults with Acute Bronchitis (IHP 41.21%, Benchmark 38%)
  • Breast Cancer Screening (IHP 83.59%, Benchmark 80%)
  • Childhood Immunization Status - Combination 3 Immunizations (IHP 83.62%, Benchmark 82%)
  • Colorectal Cancer Screening (IHP 75.22%, Benchmark 72%)
  • Follow-Up for Children Prescribed ADHD Med - Continuation & Maintenance Phase (IHP 66.67%, Benchmark 56%)
  • Immunizations for Adolescents - Human Papillomavirus Vaccine (IHP 25.5%, Benchmark 22%)
  • Use of Spirometry Testing in the Assessment and Diagnosis of COPD (IHP 54.26%, Benchmark 52%)

IHP also improved considerably on several measures.  While benchmark was not met for all of these measures in 2016, with continued focus practices have a chance to meet or exceed benchmark in 2017.  Performance on the measures below increased by at least 10% from 2015 to 2016 at the IHP level.

  • Adult BMI Assessment (IHP 92.6%, Benchmark 91%)
  • Annual Monitoring for Patients on Persistent Medications - Digoxin (IHP 50%, Benchmark 46%)
  • Childhood Immunization Status - Combination 10 Immunizations (56.61%, Benchmark 63%)
  • Follow-Up for Children Prescribed ADHD Med - Continuation & Maintenance Phase (IHP 66.67%, Benchmark 56%)
  • Prenatal and Postpartum Care - Postpartum Care (IHP 69.6%, Benchmark 88%)
  • Weight Assessment and Counseling - BMI Total (IHP 75%, Benchmark 83%)
  • Weight Assessment and Counseling - Nutrition Total (IHP 70.44%, Benchmark 78%)
  • Weight Assessment and Counseling - Physical Activity Total (IHP 51.5%, Benchmark 74%)

To continue our improvement in the quality measures, IHP will be implementing a new registry in 2017, © Philips Wellcentive.  Wellcentive is an ONC Certified registry designed for practices to track the health of their entire patient population at the point of care and for extended periods of time.  Wellcentive meets the requirements of at least 30 BCBSM Patient Centered Medical Home (PCMH) capabilities when integrated into office’s internal processes.  Wellcentive will also improve IHP’s process in submission of supplemental data files to health plans that are used to close incentive measures gaps in care.  We are excited about implementing a new modern system and all the possibilities it will bring to our member practices.
